Rockstar Games (TakeTwo) prohibits making money through roleplay servers or loot boxes and content.
Report server because of Pay2Win – Here’s how it works
To report a server that is making money, you can contact TakeTwo directly via the Copyright Email. Or you can contact Rockstar Support. The following emails are helpful:

Also report the shops opened by servers directly to PayPal.
GTA RP servers are tolerated by Rockstar – but...
But not NFT, cryptocurrencies and loot boxes!
Dank Twitch sind die neuen Rollenspiel-Server vor allem bei GTA-Spielern beliebt. Die developer des Spiels (und Take Two Interactive) haben nun ihre Regeln für diese speziellen Server angepasst. Das Unternehmen gab an, dass es die RP-Server für GTA Online zulässt und unterstützt. Allerdings sollte bei der „kommerziellen Verwertung“ eine Grenze gezogen werden.
Many servers, including GrandRP, use GTA 5 to make money. Rockstar wrote that this was not allowed.
A server has already been closed (No joke!)
Rockstar now bans “commercial use” of RP servers the following is prohibited:
- Selling loot boxes for real money currency (EURO/DOLLAR)
- the sale of cryptocurrencies
- Generate revenue through promotions
- the use of cryptocurrencies or crypto assets (e.g. NFTs)
- Servers are also prohibited from misusing Rockstar's intellectual property or interfering with official role-playing servers.
So what is the situation now?
Rollenspiel-Server („GTA RP“) ist weltweit äußerst beliebt und hat das 9 Jahre alte GTA 5 in den letzten Jahren zum neuen Hit-Game auf Twitch gemacht. Rockstar scheint das auch nicht zu stören, im Gegenteil: Das Spiel verkauft sich immer noch sehr gut.
But now they are issuing clear rules so that no money is made on this role-playing server doing things that Rockstar itself does not approve of.
Such blatant “commercial things” that have a negative impact on players are clearly intended to be prevented so that other people do not do fraudulent business with GTA Online, which could then have a negative impact on publishers and developers.
Rockstar and Take-Two have been making a fortune selling premium currency with GTA Online for almost 10 years: GTA 5 is considered one of the most commercially successful games of all time.
GTA Roleplay servers are tolerated or legal as long as no money is made from them!
We therefore recommend that you avoid making money (donating), otherwise you could get in trouble from Rockstar Games.

It says the following:

Answer: Rockstar Games has always believed in sensible fan creativity and wants developers to show their passion for our games. Third-party “Role Playing” servers are an extension of Grand Theft Auto’s rich offering of community-created experiences, which we hope will continue to thrive in a safe and friendly manner for many years to come.
As such, Take-Two's enforcement policy will be aligned with our current PC Single Player Mods Policy, with enforcement actions primarily focused on: (i) misuse of Rockstar Games trademarks or game intellectual property (IP); (ii) import or misuse any other IP into the Project, including other Rockstar IP, real-world brands, characters, trademarks or music; (iii) commercial use, including the sale of “loot boxes” for real-world currency or its in-game equivalent, the sale of virtual currency, the generation of revenue through corporate sponsorships or in-game integrations, or the use of cryptocurrencies or crypto assets (e.g. B. “NFTs”); (iv) creating new games, stories, missions or maps; or (v) disrupting our official multiplayer or online services, including Grand Theft Auto Online and Red Dead Online.

Are RP servers now banned?
No, they are not completely forbidden. However, servers that sell items or collect money (donations) are prohibited, even if that money is used for costs. That means: Any server that allows you to pay (or donate) money is illegal and should be reported to Rockstar.
What about Patreon memberships? So something like this, for example:
Would you like to support ……… with his expenses such as server and development costs and more to finance the project independently? Then you can use the voluntary (!) option.
